Public Procurement as a Policy Tool: Using procurement to reach desired outcomes in society

Purpose – The purpose of this article is to introduce the special issue and outline its major themes and challenges, their relevance and the research opportunities the field presents. Design/methodology/approach – The article reviews prior literature and outline's the need to view public procurement as a policy tool to introduce the contributions to this special issue. Findings: Public procurement has been consistently used to further public policies in a wide range of fields. The collection of articles in this special issue contributes to a broader understanding of the role and potential of public procurement in delivering desired policy outcomes in society. The articles show that public procurement largely has strategic aspirations, and its potential to deliver on wider societal issues is attractive to policy makers. The issues raised in this collection of articles however also demonstrate that public procurement often lacks strategic maturity and critical issues, notably around how to demonstrate and evaluate its impact and 'success'. Research limitations/implications – This article aims to stimulate interdisciplinary research into the role of public procurement as a policy tool and its ability to achieve public value. Originality/value – This article discusses theoretical and empirical findings that highlight the importance of public procurement for achieving public value. The special issue examines the interdisciplinary literature on public procurement and shows how it is being used to achieve public value.

This research aims to evaluate the National Public Procurement System (NPPS) as a strategic instrument of public management, in Portugal. The creation of NPPS, in 2007, followed the European Union model for public procurement, based on criteria of economy, efficiency, and effectiveness that leads to greater transparency and accountability and reflects public value. This experiment analysis which are the weakest and the strongest dimensions of the NPPS and to what extent does the performance of the NPPS fit as a strategic instrument of public management. Aresearch survey, based on the conceptual model developed by Essig et al. (2010) and later applied by Thi et al. (2012), adapted to Portuguese context, was applied to 1,500 entities linked to the NPPS. The sample size of 101 valid questionnaires corresponds to an effective response rate of 5.6%. The data analysis used exploratory factor analysis to validate the distribution of the variables and performed a principal component analysis with varimax rotation. The research concluded thatNPPS has, in general, a low level of performance, despite the positive contribution of the “Information and control” and “Electronic platforms” factors in process management. This paper explores the growth and development of procurement processes as it relates to small dependent Caribbean economies. The paper focuses primarily on procurement structures, policies, accountability, and ethical standards in these countries. Public procurement opportunities are discussed in light of development stages of these countries and current procurement trends. Issues such as integrity, fairness, public trust, effectiveness and efficiency are discussed from the perspectives of the various public sector development policies. Despite recent advances, Brazil still faces serious social and economic problems as an emerging economy. Public procurement can be considered an important instrument in overcoming some of these adversities, particularly in promoting domestic innovative capacities. We tackle some of the main aspects of the connection between public procurement and innovation in Brazil, a relatively recent issue in the country's political and economic arenas. We argue that the Brazilian government does not have, so far, a procurement policy that can successfully integrate its innovation policy. Its procurement system focuses primarily on fighting corruption, neglecting the quality and the more broad results of purchases. Against this background, two types of policies stand out: sector-specific procurement policies addressing innovation-still rather fresh and few in numbers-and funding policies directed at specific technological areas, which are in turn not integrated into the purchasing power of government. Since these policies have not yet displayed their full potential, we conclude by pointing out the main obstacles on their way. The development of a more consistent association between public procurement and innovation policy in Brazil thus depends on the coordination between different public policies already in existence, the improvement of procurement departments and the better synergy between public and private actors.
